How to calculate construction labor burden & billable rate

Build a loaded hourly labor cost and target billable rate from wages, payroll burden, insurance, benefits, overhead, utilization, and profit. Unlike a basic two-input estimate, this tool combines project quantities, operating assumptions, efficiency or risk factors, and selected scenarios. It returns a dashboard of related results so the user can see the main answer, its cost or capacity consequences, and the assumptions driving the result. Calculation framework: Loaded cost adds wage-based burden, fixed benefits, overhead, job risk, and nonbillable time before applying the target profit markup.

How the calculation works

The selected overtime factor first adjusts base wage. Payroll tax and workers compensation are applied to that adjusted wage, then hourly benefits are added. The risk factor adjusts loaded labor cost; dividing by billable utilization recovers nonbillable time, and the profit markup produces the target customer rate.

Example

Start with a $28/hour wage on time-and-a-half, 12% payroll tax, 8% workers compensation, and $6/hour benefits. Adjusted wage is $42.00 and direct burden is $14.40. With a 1.10 risk factor, loaded cost is $62.04/hour. At 75% billable utilization, break-even is $82.72/hour; adding 15% profit sets a target rate of $95.13/hour.

Pro Tips for Construction Labor Burden & Billable Rate

  1. Use actual payroll reports, insurance classifications, paid leave, training time, vehicles, supervision, and office overhead. Markup and margin are not interchangeable; this calculator uses markup on break-even cost.
  2. Do not combine incompatible units or time periods. A percentage field expects the whole percentage shown on the source record, while decimal factors such as power factor are entered as decimals. Counts, purchasable materials, staffing, and capacity should be rounded according to the real decision—not automatically rounded down.

Common Construction Labor Burden & Billable Rate Mistakes to Avoid

  • Compare the calculated result with a recent completed job, measured load, production shift, supplier quote, or audited financial period. Run an expected case and a conservative case using the dropdowns. Investigate any result that exceeds equipment ratings, available hours, physical dimensions, project budgets, or normal historical ranges. For safety, code, structural, electrical, or contractual decisions, obtain review from the appropriately qualified professional.
